Basseterre, St Kitts, November 10, 2019 – While the high command of the Royal St Christopher and Nevis Police Force remains silent that a Vincentian-born constable is wanted as a result of an alleged unlawful carnal knowledge committed in Nevis, the National Joint Co-ordination Centre in Antigua has placed its law enforcement agencies on the alert.
A bulletin dated October 25, 2019 by the NJCC in Antigua advised the Royal Police Force of Antigua and Barbuda (RPFAB), the Antigua and Barbuda Defence Force (ABDF), The Office of National Drug and Money Laundering Control Police (ONDCP), Immigration and Customs “to be on the lookout for Elrick Julano Clarke and if sighted to be detained.”
“Information made available to the NJCC indicates that Subject (Elrick Julano Clarke) is Wanted in St Kitts and Nevis for Unlawful Carnal Knowledge, committed on 15th October 2019. He is a Police Officer in the Royal St Christopher and Nevis Police Force attached to the Charlestown Police Station,” said the bulletin issued by the National Joint Co-ordination Centre in Antigua (NJCC).
The NJCC further informs that Clarke’s date of birth is January 9, 1995, is a Vincentian, is in possession of Passport No: R0290227 issued on 12 April 2018 with an expiration date of 11 April 2028. Clarke’s address is Main Street, Nevis is of dark complexion with Brown eyes.
A media report on October 29, 2019 indicated that persons in Nevis had expressed concern that no wanted bulletin has been issued for a police constable alleged to have had sexual intercourse with an under-age girl and are of the view that law enforcement was attempting to cover it up.
A reliable source in Nevis had informed that the police constable, who was recruited among the last batch of officers to be trained in St Kitts, had sexual intercourse with the 15-year-old girl on more than one occasion and may have absconded.
“A complaint was made to the police nearly two weeks ago by the mother of the girl. We have heard that the officer, who is from St Vincent, has not been arrested and charged because he is either in hiding or have slipped out of the country,” said the source, who had requested anonymity.
“What is even more troubling is that police have not issued a statement on the matter or a wanted bulletin that this police constable is wanted for an alleged crime. Is this a cover-up?” the source asked in the October 25 media report.
To date, there has been no official information on the matter issued by the Royal St Christopher and Nevis Police Force.
