A flood warning is in effect for Dominica as the passage of Tropical Storm Philippe is affecting the area.
The Dominica Meteorological Service issued the flood warning at 6 pm on Monday which remains valid until Tuesday, October 3, at 6 pm.
The met service says the passage of Tropical Storm Phillipe will continue to affect the area, generating cloudy to overcast skies, moderate to heavy showers and thunderstorms across Dominica, during the next 12 to 24 hours.
Near 50 to 75 mm or 2 to 3 inches of rainfall has been recorded in some communities in the northern, eastern and interior of the island, during the past four hours.
An additional 50 to 75mm (2 to 3 inches) is possible tonight into tomorrow, which can result in localised flash flooding.
People in areas that are prone to flooding, landslides and falling rocks should be vigilant and take all precautionary measures to protect life and property. People are advised to stay away from flooded bridges and vulnerable roadways.
The expected impacts for Dominica include:
Rivers, streams, gutters and ravines may overflow their banks and flood surrounding areas
Landslides due to intense rainfall as well as rock falls from overhanging cliffs
Ponding will occur on roadways and bridges
Seas will become dangerous for sea-bathers and small-craft operators in gusty winds.
The Meteorological Service says it will continue to monitor the situation and provide updates as necessary.
Meanwhile, Guadeloupe was placed on Red Alert after 7 p.m. for heavy rains and thunderstorms and is maintained in Yellow Alert for submerging waves and strong winds.
A forecast for the island states the torrential and stormy rains generated by storm Philippe will settle in for the night and until tomorrow morning.
Strong accumulations are expected over short periods (50 to 100 mm in 1 or 2 hours) but also over the duration of the episode. Accumulations of around 200 to 300 mm over 24 hours are expected.
The passage of the storm near the archipelago deteriorates wind and sea conditions.
The estimated end of the event is Wednesday, October 3 at 5 p.m.
And, Martinique has been placed on Orange Watch for heavy rains, storms and submersion waves.
A forecast for the island states even if the centre of Philippe is moving away from Martinique, rain-storm activity tends to move closer to the territory.
This evening and tomorrow, bands of very intense rain may pass through Martinique. Accumulations of 80 to 100 mm in less than 3 hours are possible. These rainy bands are accompanied by thunderstorms. In the heaviest downpours, gusts can reach 70 to 80 km/h.
Tomorrow (Tuesday) during the morning, rainy activity should lose intensity. It should be noted that this rain-storm activity is uncertain, it strongly depends on the actual trajectory of Philippe.
